The Thomson Reuters/University of Michigan preliminary consumer sentiment index for September dropped to 76.8 from a final reading of 82.1 in August. The September index is the lowest reading since April. Economists were expecting a reading of 82. The July reading of 85.1 marked a six-year high in the index.

Mixed together with Friday morning�� reports on producer prices and retail sales, the best conclusion one might reach is that the U.S. economy is not growing very fast, but at least it is not shrinking.

The current conditions index fell from 95.2 at the end of August to 91.8.

Expectations among households with less than $75,000 in annual income came in at 73.7 in the final August survey, indicating that these folks do not have a positive outlook on their prospects for future income growth. The September expectations sub-index score fell to 67.2, an eight-month low.

Possible U.S. military action in Syria likely accounts for some of the drop in both the current conditions and expectations sub-indexes, but rising interest rates, particularly for mortgages, probably gets most of the blame. With home prices rising along with mortgage rates and mortgage lenders on the brink of tightening lending standards, the hope of buying a house is fading among middle-income Americans. That seems to be today�� message.

    Two other retail giants are struggling today: Shares of Home Depot (NYSE: HD  ) are down 0.7%, while Lowe's (NYSE: LOW  ) is off by 2.5%. With little news pertaining directly to the companies today, it's hard to say what's affecting the stocks, but they have received some bad news over the past few days in terms of housing data. On Wednesday the Mortgage Bankers Association reported that refinancing and home mortgage applications increased a mere 0.3% the previous week after rising 1.3% the week of Oct. 4. The 0.2 percent decrease to 907,000 homes at an annualized rate last month followed a revised 909,000 pace in January, figures from the Commerce Department in Washington showed Tuesday. The median estimate in a Bloomberg survey called for a 910,000 rate after a previously reported 880,000 in January. Warmer temperatures, a pickup in demand during the spring selling season and limited housing supply may help fuel further gains in new residential construction. The outlook for the industry later this year depends on whether hiring picks up enough to overcome higher mortgage rates and home prices. "We will see improvement as the year goes on and weather improves," said David Sloan, a senior economist at 4cast in New York and the top-ranked forecaster of starts in the last two years, according to data compiled by Bloomberg. "The pace of increase will be fairly moderate. It suggests we're going to get respectable economic growth, but maybe not a strong acceleration."     Yesterday, JC Penney fell after Maxim Group said JC Penney didn’t deserve to head higher (although it probably would). Today, shares of the retailer have dropped again after Wells Fargo downgraded its shares. Analyst Paul�Lejuez explains why he cut JC Penney:

    JC Penney�is making progress, but to see the stock up 12% post earnings (vs. the S&P 500 +1%) tells us the market may not be fully appreciating what is priced into the stock right now. We are revisiting our ”Wealth Transfer” thesis, meaning that�JC Penney’s high level of debt likely leaves very little value left for equity holders, a concept which we believe is extremely important to understand for those that are intrigued by slightly better comps in Q1. Considering this dynamic, we believe the stock is overvalued at current levels and are downgrading�JC Penney shares to Underperform from Market Perform…

    JC Penney’s current EV of $6.9B means they would have to achieve $1.1B in EBITDA for it to have a similar FY2016 EV/EBITDA multiple as Macy’s (M), the clear winner in the mid-tier department store space, in our view. The last time�JC Penney achieved that level of EBITDA was before they gave up $5.4B in sales. The thought that they could get back to that level of EBITDA is highly unlikely, in our view, and certainly not likely anytime time soon.

    Shares of JC Penney have dropped 3% to $9.08 at 11:55 a.m. today, while Macy’s has fallen 1.8% to $57.04.

    Shares of Lululemon (LULU) have dropped 8.9% this year, all the more impressive given the S&P 500′s 25% rise in 2013. Even worse, comparable stores Urban Outfitters (URBN), Ross Stores (ROST) and Guess? (GES) have all gained between 1.5% and 47% so far this year.
